Amazon has long had a practice of sellers not being able to leave
feedback to buyers.

That's the practice that eBay is now adopting.

However, Amazon also had a long practice of giving an order to a
seller when the order has been fully funded. So in the context of
Amazon, there are no "deadbeat buyers".

That's not the case at eBay.

What this means is, eBay wants to have Amazons cake and eat it too.

Agreed, but the other side of the coin is that I have received negative
feedback as a buyer merely as retaliation from sellers whom I honestly
reported as dishonest in descriptions, or for other improper sales conduct.
I often had paid by Paypal within 5 minutes of an auction win. The
retaliatory feedback was overtly dishonest.

My solution to the problem was to open an additional eBay account, which I
use for all my buying.

Sorry, I posted my message to a wrong newsgroup, but I agree with you
and I do the same, I do my buying from a buying account and selling
from a selling account.
